Dealers must verify that nonferrous metal sellers are at least 16 years old and have a required permit under 1917 PA 350, MCL 445.402a, or are exempt from the permit requirement.

Sellers must present government-issued photo identification, allow thumbprint collection for identification and law enforcement purposes, execute a signed ownership statement, and attest they have not been convicted of theft or conversion crimes.

Dealers must maintain purchase transaction records for at least 1 year including seller identification, vehicle license plate, transaction date/time, metal types, weight, payment method, seller's signed statement, thumbprint, and permit photocopy.

Payment to sellers must be traceable from dealer to seller; cash payments over $50 and any cash payment involving predominantly copper articles are prohibited.

Records must include photographs or digital images of scrap metal on the scale, with overhead vehicle/scale images acceptable if the vehicle and metal are weighed together.
