Creates a 7-member state survey and remonumentation commission appointed by the governor with senate consent, including 2 public members, 1 grant administrator, and 4 surveyors representing different geographic regions of Michigan.

Requires each county to establish and submit a monumentation and remonumentation plan by the second March 1 after the department promulgates rules, including filing land corner recordation certificates and geodetic coordinates for all original and protracted public land survey corners.

Establishes a state survey and remonumentation fund administered by the department, requiring minimum annual grants to counties of at least 40% of surveying-related fees collected in that county for monumentation work and 20% for perpetual monument maintenance.

Mandates counties appoint a grant administrator and peer review group of surveyors to oversee grant obligations and review survey corners before acceptance and filing under county plans.

Allows counties to challenge department decisions as contested cases under the Administrative Procedures Act and authorizes the department to revoke grants or withhold payment for non-compliance with grant terms or statutory requirements.
