Establishes board member term commencement dates for 15 occupations regulated under Michigan law, with dates ranging from January 1 (Cosmetology) to October 1 (Barbers, Employment agencies, Hearing aid dealers).

Allows persons to renew expired licenses or registrations within 60 days of expiration by paying the required fee plus a late renewal fee.

Permits relicensing or reregistration without examination within 3 years of expiration if applicant completes 1 year of continuing education, pays applicable fees, and satisfies any disciplinary conditions.

Requires the department to issue or deny licenses within 90 days of receiving a completed application (30 days for real estate brokers), with refunds and 15% fee reductions if deadlines are missed.

Provides military personnel mobilized for active duty temporary exemption from license renewal fees and continuing education requirements for up to 36 months.
