Establishes kindergarten enrollment eligibility based on age as of September 1 for the 2015-2016 school year and thereafter, with transitional dates of November 1, 2013 for 2013-2014 and October 1, 2014 for 2014-2015.

Allows parents or legal guardians to enroll children in kindergarten if the child will turn 5 years old by December 1 of that school year, even if they do not meet the standard enrollment date cutoff.

Permits school districts to recommend that children with early enrollment reconsideration not be ready for kindergarten due to age or other factors, but parents retain final discretion to enroll regardless of the recommendation.

Requires school districts and public school academies to notify the state department by December 31 each year of the number of children enrolled under early entry provisions.

Applies the same age eligibility requirements to public school academy enrollment as to traditional school district enrollment.
