Establishes criminal penalties for failure to pay court-ordered spousal or child support, with punishment of up to 4 years imprisonment or a fine of up to $2,000, or both.

Requires a minimum cash bond of $500 or 25% of the arrearage (whichever is greater) upon arrest, with the court able to set bond up to 100% of arrearage plus court costs.

Allows courts to suspend sentences if the individual posts a bond conditioned on compliance with the support order, and permits enforcement of the bond or sentence if the individual fails to comply.

Specifies that restitution orders must reference the original support order and direct payment of unpaid arrearage according to that order, rather than creating a separate restitution award.
