Requires support orders to include language about redirecting support to the person providing actual care and maintenance of a child, and about abatement when the payer resides full-time with the child.

Assigns child support to the state department when a child is placed in state-jurisdiction foster care, or to the funding county when placed in county-funded foster care.

Allows the friend of the court office to redirect support to actual caregivers or abate support when the payer lives full-time with the child, in accordance with state policies.

Requires the friend of the court office to provide 21 days' notice to both parties before redirecting or abating support, and prohibits the action if either party objects within that period.

Effective date: March 17, 2015 (90 days after December 17, 2014 enactment).
