Sets fee of $80.00 for actions determining custody or parenting time of a minor child and $40.00 for actions determining or modifying child support (support fee does not apply if custody fee is paid).

Changes language from "children" to "child" and makes clarifying edits to fee provisions, including exempting habeas corpus writs and actions under specific protection order statutes from certain filing fees.

Allows courts to waive or suspend fees upon showing of indigency and permits courts to waive fees for public officers acting in official capacity or when consent judgments are submitted with initial filing.

Clarifies fee distribution to county and state treasuries, with custody fees funding non-Title IV-D services and support fees deposited per existing procedures under section 2530.
