Lottery Bureau must check Department of Treasury, Unemployment Insurance Agency, and Department of Human Services records before paying prizes of $1,000 or more to identify any debts owed by the winner.

Department of Treasury must provide the Lottery Bureau with updated lists (at least monthly) of persons with current liabilities to the state, including delinquent court accounts and support arrearages.

Lottery winnings are applied to debts in the following order: state liabilities, support arrearages, unemployment compensation debts, Department of Human Services debts, then delinquent court accounts.

Support arrearage payments are directed to the state disbursement unit for disbursement under the support and parenting time enforcement act.

Lottery Bureau must maintain confidentiality of information received from state agencies under applicable state and federal confidentiality restrictions and penalties.
