Expands lottery prize withholding to include court-ordered liabilities for fines, costs, assessments, fees, victim payments, and other court-ordered payments for prizes of $1,000 or more.

Requires the lottery bureau to check state court administrative office records showing current court liabilities before paying lottery prizes.

Establishes a priority order for applying withheld lottery funds: first to state liabilities, second to support arrearages, third to court liabilities, fourth to unemployment compensation debts, and fifth to delinquent court-assigned accounts.

Provides lottery winners notice and opportunity for a hearing before the Department of Treasury regarding withheld amounts, except for court-ordered liabilities and unemployment debts.

Takes effect only if Senate Bill 519 of the 97th Legislature is enacted into law.
