Clarifies that September 27, 2011 is the effective date on and after which new public employer contracts must comply with medical benefit plan expenditure limits under 2011 PA 152

Existing collective bargaining agreements or contracts in effect on September 27, 2011 are grandfathered and exempted from the medical benefit plan requirements until they expire

Medical benefit expenditures under grandfathered contracts are excluded from calculation of a public employer's maximum payment under section 4 of the 2011 act

Any extension or renewal of a grandfathered contract must comply with the medical benefit plan requirements of sections 3 and 4

Act applies retroactively and was effective immediately upon approval by the Governor on December 22, 2013
