Establishes a 6-member elected library governing board for cities, villages, and townships, replacing the previous appointment structure, with staggered terms based on election frequency (1-3 year terms for annual elections, 2-6 year terms for biennial elections, or 4-year terms for 4-year election cycles).

Allows candidates for library board positions to qualify through either nonpartisan nominating petitions (6-20 signatures for municipalities under 10,000 people; 40-100 signatures for those over 10,000) or by filing a $100 nonrefundable fee.

Permits cities to change library board size by ordinance to any odd number between 5 and 9 members, and allows adjustment of board member term lengths from 2-5 years through ordinance.

Authorizes joint library governing boards with up to 9 members in counties without county libraries or with populations exceeding 1,000,000, with contract terms of 3 years automatically extending indefinitely and terminable with 6 months' notice.

Maintains existing provisions for library establishment through voter petition and approval, with tax levies not exceeding 2 mills on the dollar, and allows library boards to contract with other municipalities to provide library services to their residents.
