Prohibits purchasing more than 3.6 grams of ephedrine or pseudoephedrine in a single calendar day or more than 9 grams within a 30-day period.

Prohibits possessing more than 12 grams of ephedrine or pseudoephedrine alone or in a mixture.

Prohibits purchasing or possessing ephedrine or pseudoephedrine knowing or having reason to know it will be used to manufacture methamphetamine, with penalties up to 10 years imprisonment and $10,000 fine.

Violations of daily or 30-day purchase limits are misdemeanors punishable by up to 93 days imprisonment or $500 fine; possession violations are felonies punishable by up to 2 years imprisonment or $2,000 fine.

Exempts licensed manufacturers, individuals with prescriptions, retail sellers with proper licenses, wholesalers, distributors, board-approved formulations, and pediatric products for children under 12 years old.
