Permits probation conditions including mandatory counseling, drug treatment court participation, and up to 93 days of imprisonment; dismisses charges upon successful completion without a conviction.

Requires courts to maintain nonpublic records accessible only to law enforcement, courts, corrections, and prosecutors for employment and recidivism determination purposes.
