Creates the "Human Trafficking Victims Compensation Act" allowing victims of human trafficking violations under Michigan Penal Code Chapter LXVIIA (MCL 750.462a to 750.462h) to sue violators for economic and noneconomic damages.

Permits victims to recover damages including physical pain and suffering, mental anguish, medical and psychological care expenses, loss of earnings, property damage, and other reasonable expenses resulting from the violation.

Allows victims to recover damages regardless of whether they suffered physical injury, regardless of foreseeability to the violator, or regardless of whether the violator was charged or convicted.

Establishes a 3-year statute of limitations for filing civil actions to recover damages, beginning from the date of the last violation.

Does not affect any other rights victims may have to recover damages under existing law; act takes effect 90 days after enactment and is contingent on House Bill 5234 being enacted.
