Prohibits manufacturing, transferring, or possessing short-barreled shotguns or short-barreled rifles, with violators guilty of a felony punishable by up to 5 years imprisonment or a $2,500 fine.

Exempts short-barreled firearms lawfully made, manufactured, transferred, or possessed under federal law from the prohibition.

Requires persons possessing short-barreled firearms 26 inches or less in length to comply with Michigan firearm registration requirements under 1927 PA 372.

Requires persons possessing short-barreled firearms greater than 26 inches in length to carry and present federal registration upon request, with violations treated as state civil infractions subject to a $100 fine.

Authorizes peace officers to seize unregistered short-barreled firearms, which can be returned within 45 days if federal registration is produced, or otherwise forfeited under state seizure and forfeiture laws.
