Amends licensing requirements for barbers in Michigan by modifying section 1108 of the 1980 Occupations Code.

Allows barbers with out-of-state experience to substitute 3 months of work experience for every 100 hours of required instruction toward the 1,800-hour course requirement.

Requires applicants from countries with unavailable records to provide signed, notarized attestations detailing their barber or apprenticeship experience and employment history.

Prohibits substituting experience for any hours of instruction related to safety, sanitation, or laws and regulations as determined by departmental rules.

Takes effect immediately upon enactment, contingent on House Bill 5396 of the 97th Legislature being enacted into law.
