Updates disabled person free parking sticker application procedures to allow applications up to 6 months before expiration for those unable to apply within the standard 45-day window, and replaces "certificate of identification" references with "windshield placard" throughout the section.

Removes obsolete provisions regarding certificates of identification issued before October 1, 1994, and clarifies that disabled persons with obvious qualifying disabilities are not required to present medical certifications.
