Amends the Security Alarm Systems Act to remove references to security alarm contractor licensing requirements under the Private Security Business and Security Alarm Act.

Requires system providers to file a completed registration statement with the Department of Licensing and Regulatory Affairs and meet financial security requirements through either a $25,000 bond, liability insurance ($25,000-$200,000 depending on coverage type), or demonstrate basic local exchange provider licensing or $10,000,000+ annual revenue.

Mandates background checks including fingerprinting for employees and independent contractors who enter customer premises to install, maintain, or repair security alarm systems, with disqualifications for felony convictions, certain misdemeanors within 5 years, and other specified criminal offenses.

Requires system providers to obtain identification cards for all field employees displaying name, photograph, employer name, and contact information before entering customer premises.

Establishes department fee structure for processing registration statements and registering applicants, capped at actual administrative costs, with submission fees and registration fees that are nonrefundable but may be credited if registration is approved.
