Amends Michigan's Crime Victim Rights Act to clarify definitions of "victim" and related terms in the criminal justice system.

Allows parents, guardians, or custodians of victims under 18 years old to make impact statements at sentencing, even if the minor victim is unable to participate.

Designates specific family members (spouse, adult children, parents, siblings, grandparents) as eligible victims in cases where the direct victim is deceased, in order of priority.

Permits crime victims who are physically or emotionally unable to exercise their rights to designate another adult (18 years or older) to act on their behalf, excluding defendants and incarcerated individuals.

Takes effect July 1, 2014.
