• Updates ignition interlock device (BAIID) specifications to reference current federal standards (78 FR 26849-26867, May 8, 2013) instead of outdated 1992 standards, and adds a lockout feature that triggers after 5 days of violations.

• Establishes comprehensive certification and oversight requirements for BAIID manufacturers, service centers, certified technicians, and mechanics, including liability insurance, training obligations, and regular inspections by the Department of State.

• Expands DWI/sobriety court program eligibility and restrictions on obtaining unrestricted licenses, including a requirement that drivers remain alcohol-free with no positive BAC readings during the restricted license period, or face an additional year of suspension.

• Eliminates an earlier insurance requirement section (old subsections 11-14) and shifts enforcement focus to manufacturer and service provider accountability rather than individual immunity for the state.

• Allows electronic notice delivery to drivers and updates various license suspension periods and procedures related to alcohol-related driving offenses under MCL 257.625 violations.
