Enables third-party delivery services to deliver beer and wine in water-surrounded municipalities inaccessible by motor vehicle, subject to commission approval and age verification.

Maintains existing prohibition on retailer home deliveries of beer and wine outside of the three-tier distribution system, except for the delivery methods specified in the act.

Establishes conditions for direct shipper wine sales including licensing requirements ($100 annual fee), age verification procedures, shipping limits of 13,500 liters per calendar year, and quarterly reporting to the commission.
