Prohibits minors from purchasing, possessing, or using tobacco products, vapor products, or alternative nicotine products in public places.

Establishes misdemeanor penalties of up to $50 per violation, with courts able to order community service (16-48 hours depending on violation number) in healthcare facilities and/or participation in health promotion programs.

Exempts minors participating in authorized undercover enforcement operations by law enforcement or employers, or compliance checks conducted by substance abuse coordinating agencies with prior approval.

Allows minors to handle and transport tobacco products as part of lawful employment duties.

Takes effect 60 days after enactment and is contingent on Senate Bill 668 and House Bill 4997 also being enacted into law.
