Allocates $3,000,000 annually to the Michigan state capitol historic site fund beginning October 1, 2014, with annual adjustments based on the consumer price index.

Requires the Michigan state capitol commission to report by February 1 each year to the capitol committee and appropriations committees with proposed maintenance plans, 5-year projections, and projects exceeding $1,000,000.

Modifies cigarette tax revenue distribution beginning October 1, 2014, by redirecting 24.1% of proceeds to the capitol historic site fund and general fund.

Maintains existing allocations of tobacco tax revenue to the state school aid fund (largest portion), healthy Michigan fund for smoking prevention programs including nicotine patches and gum, and medicaid benefits trust fund.

Effective date: July 2, 2014.
