Creates a misdemeanor offense punishable by fine up to $500 for violations, with each 24-hour period of violation counting as a separate offense; peace officers may issue appearance tickets.

Preserves the right to pursue civil actions for conduct violating these provisions and does not affect uses expressly authorized by recorded documents or court orders.
