Updates references in the Weights and Measures Act from the 2012 edition to the 2014 edition of NIST handbooks 44 and 130 for commodity sale methods, packaging, labeling, and commercial weights and measures standards.

Incorporates the 2014 NIST handbook 130 requirements for serviceperson and service agency registration and competency testing for commercial weighing and measuring devices.

Clarifies that "ton" means 2,000 pounds avoirdupois and "gross ton" means 2,240 pounds avoirdupois for purposes of implementing the 2014 NIST handbooks.

Maintains the exemption of Section 2.20.1 from the uniform regulation for method of sale of commodities and allows liquefied petroleum gas to be sold at a flat rate price if clearly posted, limited to tanks of 100 pounds or less.

Exempts Section 13 of the uniform packaging and labeling regulation from incorporation.
