Amends the prudent purchaser agreement law to clarify that physical therapist and physical therapist assistant services require a prescription from a licensed health care professional (under parts 166, 170, 175, or 180 of the public health code) to be covered.

Allows organizations offering coverage under prudent purchaser agreements to withhold reimbursement for physical therapy services unless provided pursuant to a valid prescription from an eligible licensed health professional.

Applies the prescription requirement retroactively to services provided on or after a baseline date, establishing that coverage is only mandatory for services meeting this standard.

Makes the act effective July 1, 2014, contingent upon the simultaneous enactment of Senate Bill No. 690.
