Prohibits on-premises liquor licensees from allowing persons to appear nude before patrons or knowingly permitting nudity on the licensed premises.

Bans exhibition of films, videos, or other video content emphasizing specified sexual activities, specified anatomical areas, or nudity on licensed premises, with an exception for publicly broadcast television from federally licensed stations.

Defines "nudity" as exposure of pubic region, anus, buttocks, genitals, or breast area including nipple or more than half the breast area.

Defines "specified anatomical areas" as the same body parts listed above when less than completely and opaquely covered and exposed for public view.

States the purpose is to prevent deleterious secondary effects from combining adult entertainment and alcoholic liquor, while clarifying the regulation does not suppress expression or restrict adult access to adult entertainment.
