Mandates licensed dealers maintain books and records available to the department and law enforcement, with retention periods of at least 5 years for general records or longer if required under the 2008 Scrap Metal Regulatory Act or local second-hand/junk dealer licensing laws.

Establishes enforcement remedies including license suspension or revocation, denial of license renewal, administrative fines up to $5,000, and restitution; violations carry misdemeanor penalties of up to 1 year imprisonment or $500 fine; allows private civil actions for damages and injunctive relief.
