Requires individuals and firms to obtain a local license from the mayor or chief executive officer before operating as second hand dealers or junk dealers, with certain exemptions.

Exempts internet drop-off stores from licensing requirements if they meet all conditions including: maintaining a physical location in-state, conducting all transactions exclusively online, displaying items with photos and searchable by zip code or state, maintaining 2-year records, providing law enforcement access, responding to inquiries within 24 hours, using non-cash payment methods, and immediately removing stolen items from listings.

Exempts individuals engaged in personal sales or trades of items for themselves from licensing requirements.

Exempts scrap metal dealers licensed under the scrap metal licensing act from obtaining a second hand or junk dealer license if the city, county, or village elects to exempt them.

Defines terms including "internet drop-off store," "item," "scrap metal," "scrap metal dealer," and related definitions; takes effect only if House Bill 4593 and Senate Bill 707 are enacted into law.
