Amends the Mental Health Code to modify Section 226 regarding powers and duties of community mental health services program boards.

Requires boards to annually conduct needs assessments including data on individuals with developmental disability, serious mental illness, and serious emotional disturbance, reported to the department with plans to address identified needs.

Mandates public hearings on needs assessments, annual plans, and funding requests before submission to county boards of commissioners.

Allows community mental health services programs to establish demonstration projects for vouchers, revolving loan programs for affordable housing, and partnerships with private organizations and other providers.

Effective September 29, 2014, with provisions allowing programs that provided assisted outpatient treatment services to receive reimbursement if appropriations are made available.
