Prohibits issuance of certificates of insurance that alter, amend, or extend coverage provided by the referenced insurance policy.

Prohibits preparation or issuance of certificates containing false or misleading information about an insurance policy, or demanding such certificates from insurers, producers, or policyholders.

Clarifies that certificates of insurance do not obligate insurers to provide cancellation or nonrenewal notices unless required by the actual policy or endorsement.

Establishes that notice rights for policy cancellation, nonrenewal, or similar notices are determined solely by the insurance policy terms, not by the certificate of insurance.

Authorizes the Director of Insurance and Financial Services to impose civil fines up to $500 per violation (or $2,500 if knowing violation), with a $25,000 maximum, and to seek court injunctions for violations.
