Permits students to organize prayer groups, religious clubs, "see you at the pole" gatherings, and wear religious clothing/symbols with same access and treatment as non-religious student activities and secular expression.

Mandates school boards adopt local policies implementing these protections while preserving school authority to maintain order, ensure safety, and enforce content and viewpoint-neutral student speech policies consistent with constitutional rights.
