Authorizes community college boards of trustees to establish concurrent enrollment programs with eligible public high schools through a written agreement.

Requires community colleges to award college credit to high school students who successfully complete concurrent enrollment courses while enrolled at eligible public high schools.

Mandates community colleges provide assessments for college-level courses that correspond to concurrent enrollment courses offered at participating high schools.

Allows community college boards to establish reduced tuition rates for concurrent enrollment courses, with reductions accounting for instructor salaries (if provided by the high school) and operational costs normally incurred by the college.

Takes effect only if Senate Bill No. 745 is enacted into law.
