Amends the Michigan Crime Victim Rights Act to allow parents, guardians, or custodians of minor victims to deliver impact statements on behalf of victims under 18 years old at the time of the offense.

Expands the definition of "victim" to include parents, guardians, or custodians of deceased victims in a priority order (spouse, adult child, parent, child's guardian, sibling, grandparent).

Permits victims who are physically or emotionally unable to participate to designate a representative 18 years or older (spouse, child, parent, sibling, grandparent, or other person) to exercise victim rights on their behalf.

Clarifies that individuals charged with offenses arising from the same transaction as the defendant are ineligible to exercise victim privileges and rights.

Takes effect July 1, 2014.
