Prohibits discharge of substances into Michigan waters that are injurious to public health, safety, welfare, or various uses including domestic, commercial, industrial, agricultural, and recreational purposes.

Raw sewage discharge from municipalities into state waters is prima facie evidence of violation unless permitted by the Department; municipalities may face penalties under section 3115.

Exempts municipalities from responsibility for unauthorized discharges from sewerage systems owned by other parties and discharges from 3 or fewer on-site wastewater treatment systems.

Establishes that unpermitted discharge of medical waste or ballast water from oceangoing vessels into state waters is prima facie evidence of violation subject to penalties in section 3115.

Defines "on-site wastewater treatment system" as systems collecting and treating wastewater from dwellings or structures with effluent discharge to soil dispersal systems on the same property.
