Amends Michigan's natural resources law (1994 PA 451) to regulate fur dealer licensing and fees for buying, selling, tanning, and dressing raw furs and hides of specified animals including beaver, otter, mink, raccoon, deer, and bear.

Establishes licensing fees of $10.00 for persons buying and selling raw furs or protected game bird/animal skins, $10.00 for resident fur manufacturers and $50.00 for nonresident fur manufacturers who buy raw pelts, and $5.00 for custom tanning or dressing services.

Authorizes fur dealer license holders to purchase legally taken furs, hides, pelts, and plumage or skins of protected game birds and animals.

Grants the Department of Natural Resources authority to prohibit buying and selling of certain game bird and animal plumage and skins if determined to serve the public interest, with migratory bird parts subject to federal law compliance.

Takes effect immediately upon Governor's approval on June 11, 2014.
