Appropriates $27,677,800 from the Michigan Natural Resources Trust Fund for capital outlay projects in fiscal year 2014, with all funds sourced from state restricted revenues.

Funds 71 land acquisition and development projects across Michigan counties, including parks, trails, recreation areas, and waterfront properties through grants-in-aid to local units of government.

Requires local grant recipients to dedicate acquired or developed land to public outdoor recreation in perpetuity, replace any converted lands, and grant the state a minimum 1/6 royalty interest in retained minerals on parcels over 5 acres.

Reduces and lapses four previously appropriated 2012 projects (totaling $1,061,700) that were withdrawn by grantees, redirecting those funds to the new projects in this act.

Appropriations are carried forward consistent with the Management and Budget Act and payments to locals are made only after proof of acquisition or project completion is verified.
