• Adds emergency license provision allowing county sheriffs to issue 45-day emergency licenses to individuals facing documented safety threats or seeking personal protection orders, subject to criminal background checks.

• Expands eligibility for renewal licenses to include waived training requirements for applicants (except first-time applicants) and establishes online and mail-in renewal application system by October 1, 2018.
