Establishes the underground storage tank authority as an independent body within the Department of Environmental Quality to oversee corrective action funding for releases from refined petroleum underground storage tanks.

Creates the underground storage tank cleanup fund and refined petroleum fund, funded by a 7/8 cent-per-gallon regulatory fee on refined petroleum products sold in Michigan, with the first $20 million annually deposited to the cleanup fund and remaining amounts to the refined petroleum fund.

Authorizes the Michigan Finance Authority to issue bonds or notes payable solely from fund revenues to pay approved claims, with principal and interest not guaranteed by the state.

Sets claim limits of $1,000,000 for owners/operators of 1-100 refined petroleum tanks and $2,000,000 for owners/operators of more than 100 tanks per claim period, with deductibles of $50,000 per claim ($15,000 for small operators paying annual fees).

Establishes eligibility requirements, claim procedures, and civil/criminal penalties for fraud, including up to 5 years imprisonment and $50,000 fines for false submissions, with expanded definitions of fraudulent practices including inflated invoices and contaminated site manipulation.
