Establishes definitions for aquatic and nonaquatic organisms, including prohibited and restricted species classifications for plants, animals, insects, and mollusks.

Creates a permitted aquatic species list to be established within 2 years, initially including species in lawful commercial trade, approved aquaculture species, and native species, with risk assessments required for new species additions.

Prohibits possession of live prohibited or restricted species except for identification, eradication, research/education permits, or authorized harvest of aquatic restricted species under departmental order.

Bans import, sale, or offering for sale of live aquatic species not on the permitted species list after initial list establishment, with only species lawfully in commercial trade before the effective date permitted until the list is created.

Requires permits from Department of Natural Resources or Department of Agriculture and Rural Development for introducing prohibited species, restricted species, or genetically engineered nonnative birds, crustaceans, fish, insects, mammals, mollusks, or aquatic plants.
