Amends the Administrative Procedures Act (1969 PA 306, MCL 24.292) to clarify notice and opportunity procedures before an agency suspends, revokes, annuls, withdraws, recalls, cancels, or amends a license.

Requires agencies to give notice to licensees of facts or conduct warranting the intended action and provide an opportunity to show compliance with lawful license requirements.

Carves out exceptions to these notice requirements for the Support and Parenting Time Enforcement Act (1982 PA 295), the Regulated Occupation Support Enforcement Act (1996 PA 236), and section 41309 of the Natural Resources and Environmental Protection Act (1994 PA 451).

Allows agencies to order summary suspension of a license in emergency situations where public health, safety, or welfare requires immediate action, effective on the date specified in the order or upon service of the order on the licensee, whichever is later.

Takes effect 90 days after enactment only if Senate Bills 795, 796, 797, and 800 are also enacted into law.
