Amends penalties for violations of Michigan's natural resources laws, including prohibited and restricted species possession, introduction, and sales offenses.

Establishes civil fines up to $100 for minor violations, and increases criminal penalties ranging from misdemeanors to felonies with imprisonment up to 5 years and fines up to $1,000,000 depending on species type and intent.

Requires courts to suspend or revoke fishing and hunting permits or licenses for one year following convictions involving prohibited aquatic species, with permanent ineligibility after a second violation.

Implements a $125 reinstatement fee for suspended permits or licenses after the suspension period expires.

Takes effect 90 days after enactment, contingent on passage of Senate Bills 795, 796, 797, and 799.
