Amends Section 92 of the Administrative Procedures Act of 1969 (MCL 24.292) to modify notice and hearing requirements before suspending, revoking, or amending a license.

Requires agencies to notify licensees of facts or conduct warranting license action and provide an opportunity to show compliance with license requirements, except as otherwise provided in three specific statutes.

Adds three exceptions to the standard notice and hearing requirement: the Support and Parenting Time Enforcement Act (1982 PA 295), the Regulated Occupation Support Enforcement Act (1996 PA 236), and Section 41309 of the Natural Resources and Environmental Protection Act (1994 PA 451).

Preserves emergency summary suspension authority when an agency finds public health, safety, or welfare requires immediate action, with proceedings to be promptly commenced and determined.

Bill does not take effect unless Senate Bill No. 800 of the 97th Legislature is enacted into law (tie-bar provision).
