Amends the adult foster care facility licensing law to establish criminal history check requirements for employees and independent contractors with direct access to residents.

Prohibits employment of individuals convicted of relevant federal crimes, violent felonies, sexual conduct felonies, abuse/neglect felonies, firearm felonies, or prescription drug diversion felonies without a 15-year waiting period after sentence completion.

Establishes tiered waiting periods for other felonies (10 years) and specific misdemeanors ranging from 3 to 10 years depending on offense type, with shorter periods for minors.

Requires facilities to conduct criminal history checks through the Department of State Police and relevant licensing agencies, with fingerprint submission to an automated fingerprint identification system database for ongoing monitoring of subsequent arrests.

Allows conditional employment before receiving background check results if the individual signs a statement affirming no disqualifying convictions and submits to supervision, with immediate termination if the check reveals disqualifying information; effective date March 28, 2014.
