Amends the Office of Services to the Aging's statutory duties under 1981 PA 180 to clarify and expand its advocacy role for aging and older persons in Michigan.

Establishes the office as the single state agency to supervise and administer Michigan's state plan under the federal Older Americans Act of 1965.

Authorizes the office to establish and coordinate voluntary service programs for seniors, including foster grandparent programs, senior companion programs, and retired senior volunteer programs.

Requires the office to develop a comprehensive triennial state plan on aging with annual updates and submit annual progress reports to the governor and legislature by January 31 each year.

Establishes a long-term care ombudsman program with a state ombudsman and local/regional offices to be funded through area agencies on aging.
