Amends the State Police Retirement Act of 1986 to add section 40c, which increases monthly retirement allowances by $300 per month for eligible retirants and beneficiaries.

Applies only to retirants or beneficiaries whose retirement effective date was before October 1, 1986, and who were receiving payments on the retirement system rolls on or before the effective date of this amendment.

Establishes that the increased retirement allowance becomes the basis for calculating future adjustments and cost-of-living increases to retirement benefits.

Modifies section 40a to reference the new section 40c alongside existing provisions for retirement allowance increases under sections 39a and 40.
