Transfers all powers, duties, functions, and responsibilities of the metropolitan extension telecommunications rights-of-way oversight authority to the local community stabilization authority effective October 1, 2014.

Grants the local community stabilization authority exclusive power to assess fees on telecommunication providers using public rights-of-way within municipalities in metropolitan areas to recover costs of rights-of-way usage.

Requires the authority to file annual reports with the governor and relevant legislative committees by March 1 each year on its activities.

Transfers all records, property, grants, and unexpended funds from the abolished metropolitan extension telecommunications rights-of-way oversight authority to the local community stabilization authority.

Ties effectiveness to approval of Senate Bill No. 822 by a majority of qualified electors at the August 2014 regular election, with the act otherwise taking effect October 1, 2014.
