Amends 2012 PA 408 to require voter approval of use tax revenue dedication to a new metropolitan areas authority before implementation.

Makes 2012 PA 408 contingent on Senate Bill No. 822 not being enacted and submitted to voters; if SB 822 passes, this act will not be submitted to electors.

Submits the measure to Michigan voters at the August 2014 election with a question asking whether to approve dedicating a portion of state use tax to metropolitan areas for local purposes including police and fire protection.

If approved by voters, the act takes effect January 1, 2015, with provisions that the total use tax rate cannot exceed the constitutional limit of 6%.

Increases the portion of state use tax dedicated to school aid while creating local use tax revenue distributed throughout the state via the new metropolitan areas authority.
