Increases the maximum number of governing bodies authorized to establish promise zones from 10 to 15 under the Michigan Promise Zone Act.

Requires a governing body to hold a public hearing with notice published twice in newspapers and posted in at least 20 public places at least 20 days before the hearing.

Requires the Department of Treasury to review applications and certify eligibility on a first-come, first-served basis, with a maximum of 15 governing bodies eligible to establish promise zones.

Allows local school districts to elect not to participate in a promise zone established by their eligible entity and establish their own separate promise zone instead.

Changes procedural language from "not less than" to "at least" and "not more than" to "within" for various notification and review timeframes.
