Allows the state liquor commission to issue additional public on-premises licenses beyond quota limits in cities, villages, and townships located in redevelopment project areas or established development districts.

Requires businesses in redevelopment areas to provide dining, entertainment, or recreation activities at least 5 days per week and be open to the public at least 10 hours daily, 5 days per week.

Sets investment thresholds for redevelopment project areas: $50,000,000 minimum in municipalities with 50,000+ population or $1,000,000 per 1,000 people in smaller municipalities, with commercial investment comprising at least 25% of total investment.

Requires businesses in development districts to undergo $75,000 in building rehabilitation or capital investment commitment within 5 years, with a $20,000 initial license fee and seating capacity of at least 25 persons.

Prohibits license transfer to other locations and allows the governing body to approve replacement applicants if a licensee surrenders the license.
